Transforming loss into leadership: Empowering Japanese youth to rebuild after historic disaster

ByDeborah McKoy March 10, 2025

This spotlight from UC Berkeley’s College of Environmental Design highlights ten years of the Tomodachi Leadership program, which bridges Tohoku, Japan, with Berkeley to develop strategies for recovery using the Y-PLAN framework.

Each summer, students impacted by the 2011 earthquake, tsunami, and nuclear disaster in Tohoku came to CED through CC+S in order to learn in Berkeley and lead in Japan.

“This program took a whole generation of young people and gave them hope. It spread the message that there is a brighter future.”

— John Roos, U.S. Ambassador to Japan, 2009–2013
