PLUS Research Fellows

Cultivating Leaders to Collaborate Across Cities and Schools

When civic and educational leaders work together to put children and youth at the heart of urban planning, great things happen – ranging from expanding access to school playgrounds in areas without parks to building affordable housing near good schools. Too often, however, this collaboration does not happen. City and school decision-makers operate in silos, without systems or a common language to bring them together.

To bridge this divide, CC+S launched the PLUS (Planning & Learning United for Systems-Change) Leadership Initiative to work directly with cities and school districts to nurture collaboration and identify innovative, win-win solutions.  Since 2006, PLUS has partnered with dozens of cities and school districts in the Bay Area and Sacramento to realize a new model for collaborative policymaking. It has cultivated a community of practice in which professionals connect with and learn from their counterparts in other cities and districts. Over fifty UC Berkeley Graduate Research Fellows have contributed to the initiative and are spreading this collaborative approach across the country.

PLUS serves as a core research initiative at the Center for Cities + Schools, investigating a number of youth-centered topics. For example, Deborah McKoy is currently leading a team of PLUS Graduate Research Fellows focused on improving college and career readiness for unhoused students in California.

CC+S recruits PLUS fellows from across campus at the start of each fall academic year through an intensive outreach and interview process. They receive training and develop unique skills to foster intergovernmental collaboration across city, civic, and public education sectors. Fellows then work together through the academic year and present their findings to project clients in April.

Debbie Shen
Debbie Shen

Debbie Shen (she/her) is a first-year MPP candidate. She is drawn to local-level and community-centered policy interventions that re-imagine the safety and well-being for children, youth, and families. She has spent most of her career overseeing or supporting nonprofit financial, human resources, and risk management operations, including at Asset Funders Network, Safe & Sound, and Sunset Youth Services. In a past life in Washington DC, she was a program coordinator with Community Tax Aid and an auditor with KPMG’s nonprofit and governmental practices. Texan by birth, she now lives in the Bay Area with her partner, where they happily (and exhaustingly!) chase after their babies – a cheeky dimpled human and a cheese-motivated pup.

Jeremy Simon
Jeremy Simon

Jeremy is a first year MDP student from Ann Arbor, Michigan. He graduated from Oberlin college in 2017, majoring in Psychology and minoring in Environmental Studies and Politics. After graduating from Oberlin, Jeremy started working in the field of experiential education, working for teenage and college study abroad programs throughout Asia and Eastern Europe. More recently, Jeremy started working for Community Education Partnerships, supporting students facing housing instability throughout the East Bay. Finding critical issues intertwined within many layers of the educational system, this role heightened his interest in domestic education development and the power of the non-profit sector. Through his time at Berkeley, Jeremy aims to gain the practical skills and comprehensive approach needed to create meaningful change in the education sector. In his free time, Jeremy enjoys going on long bike rides, playing pool, and baking new desserts.

Ingrid Ang
Ingrid Ang

Ingrid Ang is a first-year MPP candidate focusing her studies on K-12 education and immigration policy.
Before working full-time in education, she interned with the International Rescue Committee in Dallas, where she supported community gardening, economic empowerment, and food justice programming for refugee youth. Then, she worked as a math teacher for emergent-bilingual students at Oakland High School. In her three years at O-High, she advocated for enrichment classes for students with interrupted formal educations, co-led a newcomer web development program, and supported the creation of the school’s first academic pathway for immigrant students. After, she spent three years working at a non-profit organization whose mission is to increase access to careers in technology across the Bay Area, Chicago, and New York City. As a program manager, she managed in-school and after-school coding programs across SFUSD and OUSD. Most recently, as a senior program data and evaluation manager, she designed and led the organization’s first data strategy. Outside school, you can find her running around the East Bay or at the park with her two shepherd dogs, Stewie and Duckie!

Shay Verger
Michelle “Shay” Verger

Michelle “Shay” Verger is a second-year MPP candidate raised in the Bay Area. She graduated
from UC Davis in 2012 with Bachelor’s degrees in both Political Science and Sociology with an
emphasis on Law and Society. Shay has since earned a paralegal certificate from California State
University, East Bay. She has ten years of experience in managing and consulting on political
campaigns, issue advocacy, and strategic communications on teams at the private firm, campaign,
501c3, and 501c4 levels. Policy areas central to her studies and career are criminal justice reform,
housing equity, educational equity, health equity, civil rights, and child and family policy. Shay
lives in Berkeley with her wife, cat Max, and two dogs London and Diego.
